Federal Acquisition Process: Applied end-to-end understanding of the competitive federal acquisition lifecycle from RFP analysis and proposal development through technical/management solution development, key personnel, relevant past performance, price/cost proposal, Government evaluation, competitive-range analysis, discussions, negotiation, source-selection support, award, contract administration, performance, and closeout.
Throughout my career, I have won, managed, and delivered more than $175 million in government programs and contracts as both a prime contractor and subcontractor. My experience spans competitive pricing, labor-rate development, proposal planning, Shipley color-team reviews, subcontract negotiations, source-selection support, contract administration, financial operations, performance-based QASP requirements, and closeout.
I have worked across T&M, CPAF, CPIF, CPFF, FFP, and other contracting structures, while supporting compliance and audit readiness involving DCMA, DCAA, GAO, FAR, DFARS, and CAS. I connect these contractual responsibilities to practical delivery controls, including budgets, forecasts, invoicing, risks, acceptance criteria, performance evidence, corrective actions, and executive reporting.
